Sussex Not Getting Neck Feathers....?

I have this Coronation Sussex called Peaches, he is my absolute favourite but he isn't growing the coloured neck feathers in. He will be eight weeks old on the 2nd. It looks like he has slightly brown markings on his neck, he has had this for a while but it could just be dirt. Sometimes do Sussex's just not grow in their coloured neck feathers?

Sorry if this is a stupid question, I've only ever had 2 Sussex's before and I got them when they were like three years old.

Here he is now. You can clearly see the brown colouring. I'm wondering, could he just be a.... agh what's the word?.... Mistake? (That was the only word I could think of. )

He is even getting slightly brown tail feathers.
