Swelling behind/around left eye

My 4mo Wyandotte pullet has swelling that showed up over a week ago behind/around her left eye. There were no other symptoms: no nasal discharge, no bleeding, no pus, no bubbles in her eye, ear canal clear…. Just swelling that began to spread to the extent that it was causing her eyelid to swell and impair vision. I started flushing with saline & applied Terramycin 2x/day for 7 days with noticeable improvement. I thought perhaps it was a bee sting or insect bite & after 7 days, I discontinued treatment. 24hrs later, the swelling has returned. I have 4 other hens that are healthy with no symptoms. I posted pictures in chronological order: beginning of swelling, improvement, return of swelling.

Thoughts?

It could be a cyst, but doesn’t look like it is near the sinuses or a respiratory infection. I would watch it to see if it gets bigger or if there are any bubbles or foam in the eye.
