swollen beak?

Today I went to see my pigeons and feed them. As usual, I was looking at them to see if everything was ok. I noticed that the male from my new breeding pair its cere was swollen and flaky. It's the whole mouth area. I want to know if any of you have seen or experienced something like this. He doesn't look like is in pain and ate normally. Here is a picture to help you.
