swollen crop in cock, but for months

My cockerel of 20 weeks has a swollen crop, but it is not a sudden thing; he has always had it, since he was about 2 weeks old. I thought he was just a bit chubby!
He is doing everything else normally, except the head thing where he looks like he is trying to swallow something.
I am not sure it is an impaction due to the fact that he has had it so long, and wonder whether it is a fungal thing? I have read about the oil and massage thing (tried yesterday and will do again for a few days), Daktarin, Nystatin and other remedies but would welcome any advice.

Could it be he gorges and then walks around with it full? any other symptoms? Any foul smells, etc?

No, just the weird head movements. But the crop is really big.
