I don't know much about quail :(
If you can post some photos and tell us more about the symptoms you saw - you mention she was sick then recovered. Now she has a swollen eye.
Did she have coughing, sneezing, mucous, etc.?

The swollen eye - could she have been pecked in the eye - do you see any scabs or pus?

Hopefully the others will chime in. If she had respiratory symptoms, then she may have something like Mycoplasma, Infectious Bronchitis or if she has a foul odor Infectious Coryza. The following link may help you

Do you see bubbles or foam in the eye? MG or mycoplasma gallisepticum affect most types of poultry including chickens, turkeys, ducks, and quail, especially if kept with chickens. Do you have chickens or have they had any respiratory issues in the past? It can be treated with Terramycin orplain Neosporin antibiotic eye ointment and Tylan 50 injectable given orally, 3 times a day. How much does it weigh? Usually you give 0.25 ml or 1/4 ml per pound 3 times daily. Clean out any pus or crust around the eyes before applying ointment. Here is some reading about MG:
