Is her lower belly tight like a drum, or firm and solid, or is it soft? I agree with OHLDs that it could be internal laying, salpingitis, oviduct cancer, or ascites (fluid in the lower belly.) With ascites, sometimes you can use a 16 gauge needle to withdraw some fluid to relieve the pressure. You might want to see a vet familiar with chickens. Here is some reading:

Sadly there is no treatment at this stage of those ailments and I would agree that it is most likely one of those.... probably salpingitis or a combination of that and internal laying.... the swelling being so pronounced below her vent rather than hanging low between her legs is what leads me to believe it is salpingitis. If I am right her oviduct will be blocked solid with a huge mass of infected egg/pus material which is referred to as "lash egg". It will be too big for her to have any chance of passing it and it will be putting a strain on her other organs and in particular her digestive tract. She will start to have problems pooping and I am guessing her poop is probably mostly white urates at this stage. She may develop slow/sour crop as her digestive tract gets backed up and she will probably die of toxic shock from being unable to poop. I realise that I am painting a pretty bleak picture here but it is important to understand that she may be in a lot of discomfort.
Is she still able to eat at the moment and if so, is it a normal amount? Watch closely because she may pretend to eat and pick up and drop the same piece of food.
It is probably worth trying to drain her as, if successful, this will give her some almost instant relief from the worst of her symptoms, but my gut feeling is that the swelling is mostly due to lash egg and not ascites, so you may get little or nothing out if you try. Even successfully draining her will not fix the problem, but just treat a symptom of a more serious underlying problem. If you had thousands of $ to spend, a good vet might be able to surgically remove her oviduct and the infected material and put her on hormone implants to prevent her from ovulating but the surgery would be extremely risky and the implants would need to be replaced every 3-6 months at $100-$150 a time, if she did survive the surgery.

I will link a really good You Tube video which demonstrates how to drain a chicken that has ascites (water belly) for you to possibly try, but my gut feeling is that your hen will probably not benefit from this, because I do not believe her swelling is fluid..... basically saying if you do try this, don't turn her into a pincushion in an attempt to get fluid that may not exist....

If she were my hen I would be making preparations for euthanizing her, to implement when her quality of life becomes untenable..... usually when they lose interest in food. I would also encourage your to do an informal necropsy after her death as I believe it will give you peace of mind that there was nothing you could have done and also help you to understand about these ailments.
I can post a You Tube video of a hen with what I believe is the same ailment as yours being necropsied, so that you can perhaps understand better what I am describing but it is graphic so will only do so if you request it.

I'm sorry. I know how heart breaking this will be for you, especially with such a young bird. Of course this is only my opinion based on looking at a few photos on a computer screen, but it is sadly a very common ailment in hens and can happen as a result of an egg breaking inside them as your description of her laying a shell less egg and then broken membrane suggests.
