Swollen/itchy eye and tilted head HELP

I have a chicken that has a very swollen and itchy eye. She walks around with her head tilted to the side and doesn't like it when I try to make her neck straight to look at her eye. She also seems like her throat is swollen in a way. She can breathe but it seems as if when I touch it, it irritates her. I've kept her isolated for around a week and it doesn't seem to be getting better. The head tilt started just a couple days ago. I put microcyn AH opthalmic gel in her eye as often as I think about it. I have vet RX in her water and I sometimes wash her eye with saline. I also have (but not using at the moment for her) duramycin powder for water, and I ordered some Terramycin eye ointment. What do I need to do for her?? I'll post pictures in the comments. I really need help, this is the first time this has happened in my flock.

There is no visible discharge and I can't open her eye without her freaking out. I can't tell if there is puss but it looks like the tissue inside the eye is swollen. I can see the pink soft tissue above her eyeball but I'm not sure what that is.
 
It sounds like a possible respiratory disease such as mycoplasma (MG) or coryza. Do you notice a bad odor from her face? The Duramycin may help, but Tylan 50 injectable given orally twice a day for 5 days may be better if she is not drinking enough. Dosage is 0.2 ml per pound of weight, and you can give it orally or as a shot. Look inside her eyelids, and if any pus or crusty drainage is present, it should be cleaned out with QTips and saline before applying eye gel or ointment.
