Swollen Legs of My rooster!

Please see pictures and advice I have already tried WD40 on him and water soaking remedy. No result.

After looking at the photo it appears to me that those black leg bands are cutting into your roosters legs. Try a pair of diagonal cutting pliers or else end nipper pliers to cut those bands off his feet. To me it looks like that if you leave those bands in place your roo is going to loose 1/2 of both of his feet. Notice were the redness and swelling end, right above the bands or rings.
