...tags from ??

I recently obtained a rooster, 1yr old (from what I was told).
It has a tag / bracelet on each leg.

Left Leg: Yellow Tag ( no writing)
Right Leg: Black Tag (pic of Texas)
#: 017 2016

What are these tags / bracelets?
How can I find out info on my rooster?

I wanna guess they were tagged after a Vet inspection prior to leaving the State of Texas.
When we sell swine to people in Alabama/Georgia etc, They have to be inspected to cross state lines.
