Temp wont go above 95 on day 2 of lockdown...is this bad?

I took the cover off and took turner out for lockdown. Put the cover back on, and my thermostat thingy must be broken, because it won't turn anymore to increase heat, and its stuck on 95 and won't go any higher. Is this bad?

Yes, could be, what was the temp when you had the turner in. Do you have another thermometer? Are you sure its closed all the way around. What is your room temp? If needed Wrap a blanket loosely around the incubator but watch the temp.

the temp on the thermometer said 100 when I opened the cover to take the turner out. It went down to 95 as the top was off. There is a 2nd digital thermometer inside that I use to measure humidity. the digital thermometer reads 39.5 C. The actual thermometer and digital thermometer has never matched. I've always gone by my actual thermometer, but now it won't go up.

Did the digital reading change?
 
I thought 100 degrees F was supposed to be around 38.9 Celcius?

My regular thermometer reads 97 degrees but digital reads 41.3.

So temp is slowly coming back up, that's good. 100F is 37.8 C. 38.9C is 102. And considering your most recent reading, I'm pretty sure you need to calibrate both of your thermometers. Should have been done prior to incubation, but can't help that now.
