My temperature when measured at the bottom of my still air styrofoam incubator reads at 38.9 while at egg level it's at 37.8 which temperature reading should I follow because I'm worried it I kill the eggs.

The 37.8ºC is 100ºF which is good for a still air incubator.
Yup but the bottom is one degree higher, so which temp do I follow? My fear is if I follow the egg level temperature I'm scared if it kills the eggs as the base is a degree higher

Egg level temperature is most important. you must have two thermometers in your incubator since the higher temp should always be in the higher levels. Heat rises!! One or both of your thermometers is out of calibration.
