Our chicks are 5 weeks old and we live in Southeast Texas and our nightly Temps are mid to upper 60s. Is that warm enough for them to be moved outside?

Depending on how they were brooded. Are you still using a heat source? If so, stop, acclimate them to outside temps gradually. Then, Yes, you can move them outside.
I would go for it then. But try to provide a area for them to huddle at nightWe got them last weekend and she kept them under heat. They are fully feathered and our daily temps have been 70 and above so the have been out pretty much every day.
