ok so need help i built homemade incubator with 250 wt incubator warehouse fan n heater problem is top tray 99.5 but bottom tray 97.8 is 97.8 warm enough for hatching tray or what do i do not enough room to put nothing at bottom need help and experience
 
If 97.8 is your average temperature throughout incubation then no, it is not high enough for hatching. It is common for a slight temperature difference between upper and lower trays, but this difference seems odd. Are you using two different thermometers to measure the upper and lower trays? And where is the heater located in your incubator?
