Well, newspapers aren't fine and both me and Tuffoldhen have advised you to put something down for it....it's too slick and it can get spraddle legged from it.
Nope its not ok...95 temp for the first week right under the heat lamp and 5 degree decrease each week...and you will have a Spraddled Leg chick on newspapers......
It could and can still chill and get sick from you taking it out too soon from your hatcher thats all we are trying to tell you so you can have great hatches...its your chick but you post here asking for answers...we are just trying to help you and get you started in the right direction...

Actually what works great for me is going to Walmart to buy the shelf liner.
That is the best stuff and so cheep! It is sticky enough that the chick can actually walk on it and it will prob do just fine afterward. I had a chick that was like yours and healed itself on the shelf liner. Whoohoo!
You will do just fine and just make sure the baby has enough heat.
