Texas Animal Health Commission (TAHC) vs Texas A&M for PT testing

Why would one use the Texas Animal Health Commission over Texas A&M Veterinary Medical Diagnostic Laboratory for Pullorum-Typhoid Program testing? A&M is free but one is not registered with the state as a seller, which I don't mind being registered, but it cost $35 annually. I will only sell at Meetup gatherings or Poultry Shows. Is there any reason I would want to be registered with the state?
