There sure are a lot of good suggestions here. Putting a hurting on the dog with a BB gun sounds simple and sure. You would win hands down in the local court and I agree with others that said attacking the neighbors wallet with a court ordered reimbursement is a sure way to get their attention. The neighbor is the problem. The dog is just a dumb animal, probably loved by someone just as much as you love your birds.
