I believe you are doing the right thing, its stressful for the other hens with her attacking all the time. Cull her out for the good of the flock.

This is a girl right? And a buckeye? lol I have thought that it is but this tail..... I have searched thru every picture but can't seem to find anything similar. It is 15 weeks. It has a little red color on the comb but no comb growth or wattle growth but that tail..... Is it possible to be super slow growing in the comb and wattles but tail grown normal? They are the slowest growing. I have 3 others and they look the same except for that tail. The other 3 have tails that look like a normal pullet. But this one... lol that tail... lol The flash on the pics washed out any color but it is not a single comb

and that tail looks normal to you? It's completely different from the other 3. And yea, can't wait. It came as a rare pack from MPC
You can never judge a bird very much as a juvenile. They go through so many changes. They go through 7 molts before reaching adult plumage, so the color will change over time as well. Then after their first adult molt you will get to see their true colors.
