There probably just trying to get a taste of what ever it is ducks/geese like to do that or there showing their dominance
 
But she is supposed to be female is my problem. Only one is doing the "mating" thing and she is the smaller of the two. She doesn't do it to her sister. I had them sexed by Metzer Farms before I bought them to be sure they were female

They could still be doing that to show dominance hens do it to each other and ducks will do it too my Roos while fighting try to mount each other sometimes to to show their mr.alpha
 
Yup that's what it seems like but I will warn you hatcheries do make mistakes but not as often with waterfowl because well I don't really want to say
 
You shouldn't be to worried they have a 90% sexing accuracy which is really high! But here's the drawback with ducks unlike roosters they have a penis but it is internal so you have to sex them by pushing it out and the babies try and withhold it so normally though they can sex it correctly for it does show but if they don't let it out then they can be sexed as female make sense?
 
And having one drake isn't bad either oh and I would not try and sex them yourself you could injure and kill them
