If you ate on your phone, just scroll to the very bottom of the screen and tap 'Desktop'. Then it should display the setup like it does on the computer. Then just go to your profile. Tada! Bulletin!

Is it using the mobile setup? If so do that. If it is already on desktop just click "My Profile" and scroll down to "Public Messages". It will be on the right.
