just because its steel don't make it impenetratable. i bet ya all the money i have in the back that war horses steel armor was only a few milimeters. see, 20mm of steel don't sound like much, but to cover even a few vital parts would weigh down a horse so that it cannot run very far at all.
The first tank used in combat in WWI had steel armor that ranged from about 20mm to 6mm, and its top speed was only about 4 or 5KPH
