You don't. Believe me, I've tried, it just won't fit! You need to get a harness made for the bird.

Ok well could I just use a rope or something and not even bother with the harness? Or could I use a cat collar and then attach a leash?

Ack! No cat collars! It's just not safe and even if you find one that'll fit your duck it'll probably wrestle out of it, potentially hurting itself in the process. I don't recommend tying a rope around her, either. Duck harnesses aren't that expensive, you can get one for about $15-20.
