It does say that in the front page, the last rule in the general rules section. It doesn't really matter if hes in battle or not, the dragons just don't that large in Avalon.

(You can't just make random libraries in the middle of the forest Lioania, and how could they be about Tenebrae if almost nobody knows Caronia exists?)
