Spray paint the netting or some interspersed CD 's or foil. ..?
I don't know that paint would do much but weaving some reflective material in places would likely work. It wouldn't need to be everywhere, just enough that it is obvious there is something horizontal there. Hawks have very good eyesight. I SUSPECT if they see the reflective stuff they will give the whole area a more careful look.
 
They're re already in place and crows had to pass 2 owls to go down the side of the yard and go into the coop. Maybe they need what mine don't have....flashy lights noise and flappiflappiing wing also add motion sensors with I.A. to detect and only activate on predators with a built in arsenal of repellants :lau

I think the netting addition is doable if the neighbor doesn't object my attachment to his fence or visible ugliness even if only adjacent to it, above his fence height for all his guests to see.
