Where is that, and is more or less BLURP better?

It's under "Game Help", located in the top right-hand corner of the page. You'll see the link to the manual when you click the Game Help.

And the higher the BLUP, the better the horse.

Does the clock next to the mare say "24:00"? If so, it's too late at "night" to cover the mare.
