Shouldn't be frost bite though -8 is a joke to waterfowl, never seen one with bill frost bite anyway.
If the other one got like that, then died, I'd be concerned that they may be sick from something them.
I know it's a lousy time for it, but you may want to catch him up and quarantine him. Give him a good look over, watch his poop, see if you can figure out anything, worm him and give him some antibiotics. Usually in most fowl, when shin color gets off, especially darkening, is an illness of some form.
