I actually got all my original stock from an exotic animal auction in Mt. Hope, Ohio. Its in the center of the Amish Country. It's the most awesome sale ever and the area is great, plus they have hundreds of wild waterfowl for sale. It's September 16,17,18 and I will be down there on the 16th and 17th selling and buying more birds

Yep,
I've heard MT Hope is a heck of a sale, waterfowl, pheasnts, peafowl, you name it. Mainly good breeders too, so you dont have too much disease concerns like you would at local small scale auctions. Wish I could go, but I'm not about to drive that far, I'm in Kansaskids boat, need one here in south GA, LOL
They is an exotic sale, or at least use to be here in Ocala FL, went there years ago, just once. The coolest thing you ever saw, on top of the birds, FL is reknown for it's exotic animals, they had 7 species of leopards( including Amur leopards think theres only like 300 left in the world!), bears, lemurs, all kinds of deer, monkeys, you name it.
Not even sure if they still have it though

not right off though they are out there

for domestics, everyone seems to recommend
www.holderreadfarm.com
for show quality

though I have never personally delt with them

They dont have mallards there the only other place that I heard had some decent quality ducks was metzer but I would rather buy from a breeder then a hatchery weather its a quality hatchery or a production hatchery.

Question about the Permit..
I am under the understnading that you do not need the permit to have the burds but only if you are planning on seeling them or trading?
We started raising them last year but only had 1 wood duck and a few mandarins raised this year. We however are in the process of builsing a 75x125 Aviary and we will be adding in severl new species.. I was planning on getting my permit once the cage was ready.

Thanks

1. Do I need a permit to possess captive-reared migratory waterfowl?

No. Any person may, without a permit, lawfully acquire properly marked, captive-reared migratory
waterfowl of any species, alive or dead, or their eggs, and possess and transport such birds or eggs and any progeny
or eggs solely for his own use, subject to the following conditions:

(a) Such birds, alive or dead, or their eggs may be lawfully acquired from holders of valid Waterfowl Sale
and Disposal permits.
(b) All progeny of such birds or eggs hatched, reared, and retained in captivity must be physically marked
as defined in 21.13(b). (Also see question 3 below.) -----(like toe clipped)
(c) No birds or eggs or progeny may be disposed of by any means, alive or dead, to any other person unless
you have a valid Waterfowl Sale and Disposal permit.
(d) Lawfully possessed and properly marked waterfowl may be killed, in any number, at any time or place,
by any means except shooting. Such birds may be killed by shooting only in accordance with all applicable
hunting regulations.
(e) When you acquire any waterfowl, alive or dead, from a Waterfowl Sale and Disposal permittee, the
permittee must give you the original of the completed Form 3-186, Notice of Waterfowl Sale or Transfer,
providing all information required by the form and method or methods by which individual birds are
marked.

So section (e) is all you should need at the moment

Is this what the form is supposed to look like, http://www.fws.gov/forms/3-186.pdf ...?

Also the link to the pdf page i got it from http://www.fws.gov/forms/3-200-9.pdf
also
you might read bold number 4 on this page

But not a federal permit right? Or does your state regulations require you to own the federal permit? Kangababy OSUman is right about checking with your state and local regulations to see if they require any additional permits.
