they will rebel with hard bread rolls

Ember turned towards the dawn light, rubbing a quick hand up and down her exposed arm to awaken some fresh warmth. The Harpy cupped her hands close to her chest, allowing a swirling flame to peak from her palms, climbing mischievous up and around her fingertips.
The silhouettes of early ships dotted the expanse of grey and gold sea, hazy spots far on the horizon, or looming shadows slowly tugging over the restless waves. The morning fog started to shift, slowly releasing its grip on the dock and swirling higher into the air- it would have burned off within a few hours.
Vhanya's voice sounded loud but wordless up to Ember's perch, the ring of command defined even though she couldn't understand the words fully. The Scorpion may have been a pain in the tail feathers, but at least she could order a crew effectively.
Ember shook out her burning hands, flaring her wings to keep the warmth circulating through her body as she draped her cloak over the edge of the crow's nest, pushing away from the mast and rolling her shoulders. The arrival of the strange Phoenix had ruffled her more than she should have allowed herself to show—it was a coward's way to avoid the chaos and seek shelter in one's own solitude. Unacceptable.
Embrace the chaos.
Ember closed her eyes, opening, closing, and flexing her pulsing hands.
Find strength in chaos.
She realized vaguely that she hadn't caught the Phoenix's name, followed instantly by the snappish thought that she didn't actually care. He was skittish, and a young fool. Naive, reckless, and uncontrolled—weak. It didn't matter if he was related to her or not, she didn't owe him anything he couldn't earn—especially not her respect or care.
Ember's eyes opened again sharply, the thoughts reawakening her confidence and she shot a sunlit glance down at the rest of the crew. The Harpy gripped the edge of the crow's nest, jumping up and swinging her legs over before releasing the wooden ridge, dropping down the mast.
Her wings flared, the crimson red scooping the flaming dawn light, a slight hint of exhilaration igniting within Ember at the drop beneath her. She wound a wrist around one of the many cords tethering the sails as she fell, the friction over her skin burning gloriously before she landed gracefully on the lower main yard, crouching to embrace the shock of the landing.
The Harpy stood, leaning perilously on the beam, supported by the rope still in her grasp as she glanced among the newly formed crew before finally settling a penetrating gaze on Vhanya.
"Alright Captain," she started, aware that her tone would likely spark a note of irritation from the Scorpion.
"You've got yourself the start of a crew and a hint at an idea of a destination, but we are far from ready to set off—as you probably know—and I've got places to be. So now, oh great "Queen" of the Quicksilver, tell us what the plan is, and let's get this show on the road. Do you know where to find the rest of your crew, or do you need eyes and ears to find them for you?"
Her tone gradually shifted as she spoke, more genuine in her questions, less sarcastic. The Harpy glanced at Galen and the other Harpy woman—another name she hadn't learned—as she finished, avoiding acknowledging the Phoenix.
