Like maybe their fire power exhausts them after use??

Because if the phoenixes have this never ending cool fire AND a natural tendency for the reflexes, awareness of surroundings, etc, that that Harpies have, then Harpies are pretty much just nerfed Phoenixes. Some messed up genetics down the line and now half of them have no powers

(@Blue Raptor actually made it easy and put the Phoenixes and Harpies right next to each other so it's easier to compare the two:

In summary, Phoenixes have brighter colored feathers than Harpies and can contol fire. Harpies have duller feathers, have a stronger sixth sense, and can talk to birds. (It almost sounds, though not specifically said, Phoenixes might stick closer together, whereas Harpies prefer the solitude. This probably helps Phoenixes get along better with others, while Harpies will struggle.)

I guess something simple to look at this, is picture wolves and coyotes. They're very similar but are not the same thing. Based off strength, I'd almost call the Harpies the wolves, and the Phoenixes can be the coyotes and cause more trouble than needed.)

Ember (and Cyrus) can overhear the trouble (Jintao was loud when he called to Gecko, so anyone nearby could have heard him, including Nautalis and Coal) and decide to go see what's it all about.)

Oof gotcha, I think I new he was being taken by the king to be used as a village burning weapon but I didn’t know it happened already lol

(He hasn't gone to any village or burned anything yet; they've only moved him with plans of using him.

Oh, on the Quicksilver, it's the next day/morning. I think they're supposed to set sail later in the day as they haven't left the dock yet. Ember and Cyrus have been strolling the deck while Cyrus gives Ember advice. Coal got a little seasick, but seems to be ok and is hanging out with Nautalis.
Gecko got chased up onto the deck, Galen helped him retrieve his shoes from below, and then Gecko tried going after Galen's bird, who flew away. Jintao was below deck going over things, but came above and stopped Gecko and has ordered Gecko and Galen to clean the deck (and we're waiting to see their answers or if anyone else gets involved).

Hopefully that covers everything for you as of what's happening right now.)

A few more minor details are that Phoenixes are more social, and Harpies are not. Phoenixes actually originated from Harpies, not the other way around, but Phoenixes are more populous and less rare than Harpies because of the fact that they are more sociable because interactions = finding mates = have babies.
Harpies are also a bit larger and stronger and have more stamina, and Phoenixes are smaller, faster, and more agile.
Phoenixes are sighted more because they prefer the day and Harpies prefer the night. Harpies also don’t mind concealing their wings beneath a cape, but Phoenixes typically don’t like it because it feels stifling (plus they’re flammable). It’s kind of counter-productive to what they do, however, since they have to wear capes to conceal their wings in the day, whereas Harpies don’t have to since as much they’re darker colored/come out during night.
Both species like shiny things though (usually jewelry).
Harpies speak better to birds (via mostly wordless communication) because they practice more and are better skilled. Phoenixes don’t because their ancestors stopped and thus lost the ability/knowledge on how to.

I think she’d be just fine if there was strain involving the fire but that’s just me

You mentioned once having her clash with Raven and I think he’d just die if they did unless he caught her unawares. Unless of course he was able to push her into the sea

I mean, at least the Phoenix firepower isn't super OP. They can make a little fire with their hands, but that's about it :/
