Because if the phoenixes have this never ending cool fire AND a natural tendency for the reflexes, awareness of surroundings, etc, that that Harpies have, then Harpies are pretty much just nerfed Phoenixes. Some messed up genetics down the line and now half of them have no powers

Yep.(@Blue Raptor actually made it easy and put the Phoenixes and Harpies right next to each other so it's easier to compare the two:

In summary, Phoenixes have brighter colored feathers than Harpies and can contol fire. Harpies have duller feathers, have a stronger sixth sense, and can talk to birds. (It almost sounds, though not specifically said, Phoenixes might stick closer together, whereas Harpies prefer the solitude. This probably helps Phoenixes get along better with others, while Harpies will struggle.)
I guess something simple to look at this, is picture wolves and coyotes. They're very similar but are not the same thing. Based off strength, I'd almost call the Harpies the wolves, and the Phoenixes can be the coyotes and cause more trouble than needed.)

I think she’d be just fine if there was strain involving the fire but that’s just me
You mentioned once having her clash with Raven and I think he’d just die if they did unless he caught her unawares. Unless of course he was able to push her into the sea
