I'm sure it is. Oddly Minnesota has a different minimum for large employers than for small. Vermont's is $10.78 other than for tipped employees.

I was considering moving to PA but I think their minimum wage is the same. Or close. Some states still use the federal minimum wage, PA included. And apparently WY.
WY does have that low minimum, but I don't personally know anyone that gets paid that little. Most jobs around here start off at least $10 p/hour. And a lot of them start much higher. Most of the people that live around us work for either a refinery, the railroad or mine companies (I think) and it's not unusual for them to make $25 and up p/hour. I've also noticed just about any job in Casper pays $16 p/hour (for servers, retail, etc.).
