Bruce, what Mark is referring to is a drivers license compliant with the Real ID act. Some states such as Ohio and Vermont appear to make it optional for the driver to get a license that is Real ID compliant. Once fully implemented you won't be able to board a plane or enter a federal facility without a fully compliant ID. Here in Tennessee there was no option. When you renew your license you had to provide the documentation to be compliant with the act.

It's not optional here in WY either. That's why it took me 3 visits to the local DMV to finally have all the paperwork required.
