Years ago, I read on BYC (maybe the predator thread) that electric fencing doesn't slow down BEARS, their thick fur is a great insulator. Besides the jolt may not be strong enough to knock them out of their shoes.
The way to get electric fence to work with moose OR bear... is that you just have to bait the fence. You need the nose or tongue to touch the fence, or it just will not work.
Deb's idea was great, but you can also get a wad of tinfoil, and crimp it over the wire, and spread that tinfoil with something tasty... I think I remember that Fish and Game said that peanut butter worked best for bears, and bananas worked best for moose.
