No, it is the rule for all images posted on BYC. BYC claims the right to the use of any images posted here. They cannot do that if the images are copyrighted.

That depends on the use. You cannot use copyrighted images if you gain anything from it or obviously claim it.
Example If I were to put a copyrighted pic on here to show how a breed of chicken should look with colors just for informative info that is not infringement
If I put the same pic up and say I am selling hatching eggs and the pic is the same breed just to show how it looks and even say it's not my pic that is infringement
