He couldn't reach the button so he would have to use his umbrella to hit the button and if no one was there he would have to walk

The part I don't get is 'he walk down two fights of stairs and takes the elevator all the way down.' How does that make a difference? :/

The one i heard originally was he would go the the tenth floor and walk two flights to the 12th, unless it was raining or there was someone else with him. Not walk down
