The Tail Feather case

Hello all:
It seems that after months of growing up together my Barred Rock has never grown her tail feathers back from when she seems to have initially lost them when they established a pecking order. The flock consists of 4 Rhode Island Reds, 1 Barred Rock, and 1 Golden Sexlink. They seem to get along fine, and I never see them bully one another, but the Barred Rock has no tail feathers. Does a Tail Feather fairy come by late at night and remove them? Perhaps she has a nervous habit and removes any new grows? I have no idea. The game is afoot!

If the tail feathers are broken then they won't grow back until she molts but if they were pulled out then I don't know
 
I have a rooster that was given to me because the other roosters at his former home had plucked out all this tailfeathers. They're growing back, slowly but surely. He's been here for about a month, and got about 2 inch new feathers at the top of his butt, but the bottom is still bare.
