Definitely time will tell. I had one silver laced wyandotte that was way behind in feathering out, no tail feathers and noticeably smaller than everyone else, too. It was like she was two weeks younger than the others although all were born the same day. I thought I wouldn't be able to put her out in the coop/run with the others. I thought she was going to be a roo, too but she is a she, only a little smaller than the others now, tough as nails. Don't know if she's laying yet.
