Yeah, he is spreading them around. It's good, maybe they will gain in popularity.
The cockerel he sent has alot of white too. I read about a guy that crossed them on a smaller LF and it cleared up the penciling. He said surprisingly the first hatch from the cross were small and the next hatch he got some medium then they went down to bantam size again. Improved the type and cleared up the penciling. May give that a go....
Nice looking bird in the pic. The brassiness is something you constantly have to work against. It stems from crossing SP with Partridge to improve type and pencilling in females. You do have to pick very selectively for a lack of brassiness in both males and females. Particularly the males, if there is the slightest hint of brassiness in their hackle or saddle feathers you will hatch out females that have the brassiness. Best recommendation is to raise as many as possible and cull HARD. When I say that I mean hatch out 50 and keep 4....that is the only way a patterned bird like these will improve.
They guy you mentioned would be me. I crossed LF SP on my bantam SP about 10 years ago. I hatched some great looking birds from that cross and it allowed me to make alot of progress with my SP then. I didnt use exhibition LF either, I used just breeder LF because they were smaller to begin with. BUT, they lacked the brassiness. A means to an end was all they were.

Here is a picture of the females that were the F1 daughters of a LF x Bantam.
