Opposite. Heat the mother bottle, chill the small one. Having the recipient bottle cold means you get more liquefied nos into the bottle before heat causes it to expand. Also allows for a faster flow.Yeah.
Actually there's a good point hidden in there - if you're filling your own in-car NO2 bottles from a mother bottle, chilling the mother helps get the in-car bottle to take more.

For use, having a bottle heater in the car gives more efficient and consistent gas expansion, because every shot you pop chills the bottle slightly and lowers the bottle pressure. Keeping the bottle warm helps keep the nos from cooling to the point it liquefies again and you you have no pressure.
"Chill to fill, heat to thrill."
This is all presuming you aren't filling someplace that has dropped the grand or so for a pump kit, which does a more consistent job filling bottles regardless of thermodynamics.
