If she makes a report, and it is unfounded, which it likely would be as long as they are providing the chickens with food, water and shelter. Then the following month they could give her 30 days notice because they intend to renovate her unit or something of that nature. They are within their right to do so and would not have to pay out anything other than her security deposit if there was one.
In most states, if there is an original lease, it remains in effect other than it going month to month beyond the lease end date. If there is no lease agreement at all then you are right, it IS harder to evict someone under those circumstances.
Personally, although I do feel bad for the chickens, I'm much more concerned about Gramma Judy possibly finding herself in a precarious situation.
