What type of quail are they? What color light are you using in your Brooder? I got some Green Goo from my local TSC that I put on any of them that look pecked at and swap my light to a red light until they heal back up. Some quail will get tiny little red/blood spots when growing in new feathers and picking at the feathers them self. Then the other birds see the red it triggers them to peck at it. The red light helps mask this and the green goo helps the tiny wound heal up really fast. Hope this helps. Make sure you are giving them water twice a day and always keep them with food. Bobwhites will try to eat each other if they run out of food.

They japenese courtinx 250w heat lamp xx heres video hope this helps xx seems to be yellow ones more so was thinking could be feathering etc xx

Cute! 250W seems really intense though, have you been able to measure the temperature in there? Apparently overheating can cause aggression. If you haven't noticed them pecking it could be something else though. I can't spot any in the video with bald spots, do you have photos? It could be related to them piling on top of each other maybe.
