Think the temp is too high in bator and now new chick itching like crazy!?

I had a chick hatch last night around 7PM and after a couple hrs would go into these crazy itching fits...I got him out of the incubator even though I had pips bc he was panting and I freaked bc my thermometer actually said a teeny bit lower then 99.5 in my LG...

Decreased temp a pinch and he's fluffed up and acts fine but going through these itchy fits? Did I sunburn him? ugh. (Slightly joking and slightly not)
 
No, the high temperature wouldn't have harmed him during that short period. What exactly was he doing? Scratching, preening?

Scratching...particularly at his head? He'll go the right foot...then the left foot behind the head all flopping around itching and then stop...they were under a broody who we had a miscommunication with (long story, my fault...she left these few late ones so I stuck them in bator) BUT I'm not at all sure on my thermometer/hygrometer calibration, ESP after seeing a couple of them panting in there? maybe too much humidity?
