This Barred Rock isn't a Pullet, is it??

I bought two Barred Rock Pullets from my feedstore 3 weeks ago. Well I noticed out of all my chicks including my 6 week olds that no one has a red comb except for this 3.5 week old Barred Rock. Comparing it next to the other Barred Rock you can really see the difference. Do you think its a roo?

I already have an adult banty roo mix. I am not sure what to do. I would LOVE to have a breeding pair that would be fun. But will it ever be possible to have 20 females and 2 roos?
