This could be severe! Water belly, Tumor, What is it, and how do I fix it?!!

One of my leghorn Chicks cut it's toe(it will be fine), and I gave it a tiny bath, this is what I saw:
(This is also happening with my other chicks now that I've looked closer!

Does anyone know what to do?! Please, HELP!

Could it be the 'fur' that hasn't grown into feathers yet? It might be really obvious just because the chicks are white, and the skin is pink. Any thoughts anyone?
