I have seen him around, roosts in the woods, but he came in my area.
What can I tell folks he is so I can rehome him.

He just wandered in... probably somebody dumped him. He looks like a red sex link rooster to me. Except he has white legs instead of yellow, so maybe a mix?

He looks a lot like a Delaware or a Delaware cross
