This is my first time raising chicks, one is lethargic

Chicks are loud when something is wrong. Cold, hungry, constipated.

A chick the age of this one has had time to get constipated, so I would treat for that first. It can be life threatening so do it immediately.

Chill to firmness some coconut oil and slip slivers into the beak until you get a teaspoon into the chick. Gently massage the crop to disperse the oil. Wait for a large turd to appear in an hour. If no poop, repeat the oil.
 
Welcome to BYC. I would give her Poultry NutriDrench, a couple of drops orally right away. If you don’t some some handy, give her water with a tsp of sugar per quart, and dip her besk into it letting her swallow, and repeat. Is she warm? Is there any poop blocking her vent?
