It looks like the chick pipped on the wrong side of the egg, judging by the pic. I'd leave it like that for a good few hours (at least 18) before thinking about intervening. I've had chicks do the same thing that ended up hatching unassisted and without any problems. They can take longer than usual to get going though, so don't worry if it seems to be stuck. If it is malpositioned, as I suspect, it would've skipped the internal pip period, which usually lasts around 7 hours, sometimes longer, so you can add that to the normal required hatch time.
