Three week old chicks eating Flock Raiser?

i think it is ok but they need a starter for a week or two then grower for a couple weeks to be at thier best health

That's what Flockraiser is for, from hatch till laying age, for all fowl. It can take the place of chick starter. It comes in medicated (all I can get in my area) and non-medicated. My only problem with FlockRaiser is that it's a vegetarian feed and I prefer mine to have animal protein, but it's perfectly fine for new chicks.
