Don’t stare into his eyes for any length of time. Look at him from your Peripheral vision. As suggested try staying on his level. If he keeps looking away or at the ground he is intimidated. He obviously lacks all social skills with people and dogs.
He will learn his place in the pecking order. He will also become more social when he finds his place as he forms his interaction skills.
He will need calm love and lots of patience and it sounds like you and his new owners are on the right path.
