I found this egg, around 1 inch long, yesterday and today. A new egg layer, maybe? Is this normal?

That is what we call a Fairy Egg or a Fart Egg. If you open it, that egg may be a perfectly proportioned egg with a tiny yolk, may be all yolk, all-whites, or some other proportions.

Any hen of any age and of any breed can lay one. It is a glitch in her internal egg making factory. They are more common in pullets just starting to lay or really old hens but any hen can lay one. As long as it is not a regular thing I don't worry about it. I figure we are all entitled to a glitch every now and then as long as it is not habit forming.
