As for "bad" children - children are the product of their environment.
They may have genetic predisposition to bad deeds but all children are basically "good".
A tiny number go bad early (think the two ten year olds who tortured and killed two year old James Bulger in the UK 20+ years ago). Even the ones that go bad must be damaged by a poor environment and values growing up (- though mental illness in the Bulger murderers may have been an element as well).
I would say however that those 2 boys were bad people. They knew right from wrong. They were 2 bad kids in millions and millions of good kids.
